The plan, which carefully considered the landscape of the castle hill in Iga-Ueno and, from an urban-planning perspective, arranged a group of low-rise buildings at its foot, can be regarded as remarkably forward-looking for the period of rapid economic growth in which it was conceived.
The surviving City Hall is a beautiful work of modernist architecture. To give the low-rise building a strong symbolic presence, reinforced-concrete columns are arranged at intervals of 4.6 meters along a length of approximately 75 meters. The interior was likewise designed with generous ceiling heights and a strong sense of openness, creating a central space for public services. In contrast, the council chamber and council members’ rooms on the upper floor are separated from these public areas and arranged around a courtyard to provide a quiet and composed environment.
Making effective use of the sloping site, these spaces are functionally and skillfully organized, resulting in an outstanding example of low-rise civic architecture. The building is a work of exceptional value both in terms of its urban and landscape qualities and its architectural planning.
