Although the buildings were registered as Registered Tangible Cultural Properties in 1997, the discovery of a large body of drawings and archival materials since 2020 has shed further light on the details of the portions designed by the Raymond Architectural Design Office. In particular, the complex reveals an evolution in design between Phases I and II—the first projects undertaken by Kunio Mayekawa while working at the Raymond office—and Phase III, which was designed after the office had gained the client’s trust. Despite these changes in design, the buildings form a coherent ensemble that survives on the same site, giving the complex exceptional rarity and value. Its significance is further demonstrated by the technical innovation represented by the use of reinforced concrete; the approach to environmental design, in which the group of buildings was planned with a careful understanding of the local climate and the large-scale topography of the site; and the aesthetic qualities of the buildings, particularly those of Phase III. Taken together with its value as a resource for understanding the social conditions of the period, these qualities make the complex fully worthy of this selection.
